La Crosse Police Chief "There is no serial killer!"

Attempting to quash conspiracy theories about the recent river drowning in his city, La Crosse Police Chief Ed Kondracki said in a written statement “The previous river drownings have all been thoroughly investigated and reinvestigated by the Wisconsin Division of Criminal Investigation and La Crosse Police Department, with a review by the Federal Bureau of Investigation. There is no serial killer!”
This is in reference to the Smiley Face Killer theory in regards to river drownings throughout the upper midwest.
