Lottery advertising fails to increase sales

The Wisconsin Legislative Audit Bureau said Wednesday that lawmakers increased the Wisconsin Lottery's annual "product information budget" to $7.5 million from $4.6 million in 2006.

The report said agency officials estimated the increase would generate an additional $15 million in ticket sales per year but that has not happened.
